March 13, 2007 Minutes Counci Warden Acre thanked the delegation for attending and indicated referred to budget deliberations. The delegation left at 9:59 AM took a break at 10:00 AM. and reconvened at 10 12 AM Carried the request would be THAT the Manager of Economic Development prepare a report to Council on the implications of hosting the International Plowing Match in 2010 Moved by Councillor Wilson Seconded by Councillor Menn Mr. Steve Speller, First Vice-President, Elgin County Plowmen's Association, and representing the Ontario Plowmen's Association, attended at 9:20 AM. to present a request for funding of $100,000 and for the County to host the 2010 International Plowing Match and Rural Expo. Mr. Speller highlighted aspects of the event such as hosting requirements, sponsorship, media relations, committees, volunteering and partnerships. Councillors noted it was essential that the Association also make a presentation to the City of St. Thomas for support. The Chief Administrative Officer indicated that part of the Economic Development Strategic Plan and the Tourism Marketing Plan, expected to be completed by early 2008, could examine the fit of a Plowing Match with initiatives to be pursued. It was noted the event would require a great deal of involvement by both Upper and Lower-Tier Councils and staff, and road crews of the host municipality. Carried THAT the request from the St. Thomas-Elgin General Hospital Foundation for a grant for redevelopment of the Hospital in the amount of $1 million to be available in 2012 be referred to 2007 budget deliberations Moved by Councillor Wilson Seconded by Councillor Mcintyre Mr. Paul Collins, Executive Director, and Mr. Allan Weatherall, Director of Development, St. Thomas-Elgin General Hospital Foundation, attended at 9:00 AM. to request funding for redevelopment of the Hospital in the amount of $1 million to be available in 2012. Mr. Collins noted equipment costs and renovations are not covered by the Province but are the responsibility of the community. Mental health costs are funded 100% by the Province. Moved by Councillor Hofhuis Seconded by Councillor Vowel Councillor Wilson reviewed the Rural Initiatives Committee presentation made to Provincial Minister Dombrowsky at the 2007 OGRA/ROMA Conference. The delegation was received well and a response, in writing, from the Minister detailing her position on the tobacco strategy is expected. A written response is also expected from federal Minister Strahl. Councillors Warwick and Mcintyre commented on the hard work and perseverance Councillor Wilson has displayed with both the Provincial and Federal governments regarding the exit strategy and other agricultural concerns. The students debated the issue of the distribution of proceeds from traffic tickets issued on Highway 401 , which resulted in a tie vote. Councillor Wilson advised that he had attended the March yth Capital Planning Committee meeting at the Thames Valley District School Board, dealing with school closures. A report will be coming to the first meeting in April regarding this issue.
