Council raised many questions regarding how the prices per Ha were calculated as well as the
necessity of the owner to sell and the costs of expropriation if agreement is not reached. Mr.
Sandy Moir, Moir Luft Real Estate Appraisal Services Ltd., was in attendance and Council
agreed that he be allowed to address Council. Mr. Moir noted that smaller lots are available in
parts of the County for which people are willing to pay a higher price and the valuations in the
categories reflect this. Valuations per Ha can only be determined by the value of properties
that have sold.

Council noted the size of the surplus and asked if the figures could be provided to them before
budget deliberations. The Director of Financial Services advised that it would slow the
process down, as the audit is not complete until sometime in March and waiting would affect
infrastructure projects that can get lower tender amounts if advertised early.

sponsoring a Waste Management Seminar jointly with the City of St. Thomas. The seminar
would be held at Stoneridge Inn on June 22, 2007 with presentations made by well-renowned
experts. Each sponsor would provide funding of up to $2,500 each. Toronto Mayor David
Miller and his assistant would be invited to attend as well.

the City and their involvement is unknown at this time. Councillor Hofhuis noted that the
Director of Information Technology had reviewed applications of the portal software with
Central Elgin staff and Councillors and encouraged other municipalities to use the portal. The
project would be reviewed in 2008.

Corporation's recent announcement, to select County Residents, to discontinue roadside ma
delivery service due to apparent safety concerns; and,

Councillor Mcintyre advised that Kettle Creek Conservation Authority was informed by
Canada Post they would refuse to deliver mail because of safety issues regarding
the roadway in front of the Authority. Canada Post wants to install a central box for ma
pickup. Councillors noted rural mail delivery is in jeopardy, rural persons are not being
treated the same as their urban counterparts, and rural roads have been improved
significantly over the past few years and are not a safety issue any longer.
Councillor Marks noted residents on Sunset Drive have told him their driveway was dug up
before notice was given for curb and gutter work. The Director of Engineering Services was
not sure of the exact timing of the notices but owners were notified of the construction.

be presenting certificates and bookmarks to volunteers in Libraries, as well as a
congratulatory card signed by Elgin County Council.

Councillor Habkirk noted the recent public meeting at the St. Thomas Community Health
Centre seeking nominations to appoint its Board had a very poor turnout. Another public
meeting is scheduled for May 8th at 4:00 P.M. hoping that more people will attend and offer
interest in sitting on the Board. Councillor Habkirk encouraged Southwold and Central Elgin to
promote interest from their community to attend the meeting.
Councillor Warwick reminded Council that it was volunteer month and congratulated all the
volunteers in Elgin County for their many hours of service. Councillors discussed the
necessity of criminal checks for the 16-18 year old volunteers in libraries, noting that it is
difficult for the rural children to travel to the police station to have the check done and the
police cannot disclose any information for persons under 18. The policy does not work and
requires review. The Director of Cultural Services noted that she and Acting Inspector Cox
have reviewed the issue and a report would be forwarded to the Management Team
Councillor Wilson advised Council that a mock emergency exercise in Port Bruce held recently
was very successful and had received high praise for the efforts of the staff and volunteers
alike. He particularly mentioned the work of the County's Ambulance and Emergency
Management Co-ordinator.
