Ms. Anne Kenny, Economic Development Officer, Elgin Community Futures Development
Corporation, presented Council with a final report and video on the Community Transition
Program (CTP) "Rural Economic Development in Action". The CTP provided $15 million in
funding to assist tobacco-growing communities in the Counties of Brant, Elgin, Norfolk and
Oxford to support tobacco farmers and those relying on the tobacco industry to move to a
more diverse economic base.

COUNTY COUNCIL
Mr. Duncan McPhail, Chair, 2010 International Plowing Match Steering Committee, spoke
to Council concerning the time-frame for decisions and the process for approvals. The site
for the 2010 Plowing Match would be announced in September at the local plowing match.
Councillors noted that presentations should be made to the lower-tier Councils as soon as
possible, as they need to know what funding and other support will be expected from their
municipalities for budgeting purposes
The Manager of Economic Development highlighted the report for Council, particularly the
cost of a County exhibit, increased staffing and the $100,000 loan.

THAT staffing levels of the Economic Development office be increased by hiring an
Economic Development or Special Projects Intern on a contractual basis at an upset-
limit of $65,000.00 from a reserve account to be identified by the Director of Finance as
described in the June 12, 2007 report entitled "2010 International Plowing Match and
Rural Exposition" submitted by the Manager of Economic Development; and
THAT the County of Elgin agrees to contribute to the development of a County or
Regional Exhibit at an upset-limit, excluding staff time, of $250,000.00 from a reserve
account to be identified by the Director of Finance as described in the June 12, 2007
report entitled "2010 International Plowing Match and Rural Exposition" submitted by
the Manager of Economic Development; and

THAT $67,000.00 be allocated from the 2008 budget to be added to the current reserve
of $33,000.00 to provide the International Plowing Match Local Organizing Committee

directed to reduce the height of the present curbing as it would be more appropriate for the
type of traffic at this intersection. The Chief Administrative Officer advised that the present
curbing meets the County's Curb Policy and that Council should review the policy at a
future meeting.

The Manager of Road Infrastructure introduced Mr. John Spriet, of Spriet and Associates
the Project Managers, to discuss the cost overruns. Mr. Spriet advised that Spriet and
Associates will forego $35,000 in inspection fees to help hold the line on the County's tota
cost for the project.
The Manager of Road Infrastructure updated Council on the Sunset Road Rehabilitation
Project which is on schedule and nearing completion. Staff anticipates a budget shortfa
of $475,000 or 6% of the total project cost of approximately $7,800,000. The project
shortfall is due to the increase cost of asphalt cement and the decision to close Stone
Church Road due to the existing approach onto Sunset Road.
