to present the Quarterly Report; Provincial Government Upload of Social Service Costs;
and OMSSA submission to the Provincial-Municipal Fiscal and Service Delivery Review.
Ms. Datars Bere highlighted the new affordable housing units and commented on the
issue of homelessness and how to provide assistance to these persons. Ms. Datars Bere
commented on the uploading of the disabilities support program and drug benefit costs
back to the Province, which would be done in a phased-in manner. The Chief
Administrative Officer noted that Minister Gerretsen had indicated the OMPF would not be
affected this year by this upload, but did not comment about possible future adjustments.

Council of the Corporation of the City of St. Thomas for the most pledges to the Elgin-St.
Thomas United Way Campaign with the second place finisher providing dinner for the
other Council.

Ms. Anne Kenny, Public Service Chair, and Ms. Donna Riddell, Campaign Associate,
United Way of Elgin-St. Thomas, attended at 9:00 a.m. to present the 2007 United Way
Campaign kick-off. Ms. Kenny handed out brochures and pledge cards and noted the
2007 campaign, its 50th anniversary, starts tomorrow. Ms. Kenny highlighted the agencies
funded by the United Way and the benefits that are provided. Councillors were
encouraged to personally support the campaign and Ms. Kenny noted County Councillors
and staff contribute approximately 10% of all corporate pledges. The City of St. Thomas
has issued a challenge to the County to see which corporation pledges the most
contributions, with second place providing dinner for the other body.

western Elgin and future plans for reconstruction of a rail crossing in West Lorne Staff
advised they are still negotiating remediation funding with the railroad.
Councillor Vowel expressed appreciation for the Infrastructure Improvements In
Wallacetown and in Dutton
Councillor Hofhuis noted positive comments were received at the municipal office for the
reconstruction of Sunset Road; thanked staff for their assistance with the launch of
Central Elgin's new website; and congratulated Elgin County on being the host for the
Ontario Plowing Match which will be held in Central Elgin in 2010
Councillor Wilson reported on a recent Rural Initiatives meeting and updated Council on
discussions with Canada Post regarding rural mailbox traffic safety and other concerns
regarding community mailboxes. Councillors requested that the Rural Initiatives
Committee prepare a resolution regarding rural mailboxes to present at the upcoming
County and Regions conference
