September 25, 2007 Minutes Carried THAT we do now move Into Committee Of The Whole Counci Moved by Councillor Mcintyre Seconded by Councillor Habkirk Counci recessed at 10:05 AM and reconvened at 10:20 AM Warden Acre thanked Mr. Dave Schultz, Communications Co-Ordinator, Lake Erie Region Management Committee, attended at 9:25 AM. to present a review of the Source Protection Committee Municipal Representation Appointment Process. Mr. Shultz described the proposed municipal groupings in the Lake Erie Source Protection Region and the rationale used to develop criteria for membership. One municipal representative will hopefully be agreed upon by resolution from all municipalities included in Group Seven representing an area covered by four Conservation Authorities and across several jurisdictions. The City of St. Thomas has suggested a meeting could be convened between all involved parties to discuss the appointment issue. Staff was directed to contact the City of St. Thomas to suggest a meeting date of October 16, 2007 in the afternoon at City Hall or other venue. the delegatioh for attending and Mr. Schultz left at 10:05 a.m Ms. Janice Fisher, Referendum Resource Officer, Elections Ontario, attended at 9:09 AM to present information on the upcoming Referendum Ontario. Ms. Fisher reviewed the rationale for the Referendum and noted the ballot is a separate issue from the election. Information is also available through the Internet or by toll free number. If the Referendum is successful, the list members would be appointed by a political party "at large" and do not report to a specific riding. The Manager of Cultural Services introduced Ms. Mary Gladwin, Chair, Archives Association of Ontario, who attended at 9:01 AM. to present the Association's Institutional Award for 2007 to the Elgin County Archives. Ms. Gladwin commented on the structural assets of the Archives and that it is a reflection of the partnership between community and the forward thinking Council. Warden Acre accepted the framed certificate and commented on the importance of the Archives in preserving the history of Elgin County. The delegation left at 9:08 AM Warden Acre announced the retirement of Heather Hudson after 18 years of part-time service with the Belmont Library. Councillor Mcintyre announced that the renovations to the Shedden Library are soon to be completed and the facility will be ready for occupancy once again. As well, October 6th will mark the opening of newly constructed Southwold Fire Station #1 and encouraged Councillors to attend the event.
