1. Call to Order
The Environmental Advisory Committee met this 31st day of March, 2021. The
meeting was called to order at 10.00 a.m.

3. Adoption of February 24, 2021 Minutes

4. Disclosure of Pecuniary Interest
None.
5. Kettle Creek Conservation Authority Update — Naturalized Areas at County
Administration Building — Councillor Martyn
Councillor Martyn provided an update from her meeting with Betsy McClure, Kettle
Creek Conservation Area Authority. There is a Silver Maple in the naturalized area,
and Ms. McClure would like to determine if it needs to come down before deciding

on the planting plan. Councillor Martyn suggested that the planting could be
modelled after the raised beds planted at Hawk Cliff.
6. Green Procurement Update — Sarah Emons
The Green Procurement Update by Sarah Emons was deferred until the next
meeting of the Committee.
7. Roadside Environments — Director of Engineering Services
The Director of Engineering Services presented information regarding the County's
agreement with the local municipal partners for the maintenance of roadside
environments along County roads. The Road Maintenance Agreement (RMA)
requires the removal of vegetation to the road property limits once every three (3)
years. Flexibility exists for member municipalities to perform mechanical cutting or
to allow naturalization of the right of way. Regardless of the methods selected,
larger growth (trees, sumac, etc.) must be removed before it becomes more difficult
and costlier. Eradication of invasive species and noxious weeds can be managed
following the County's spraying policy.
Councillor Martyn expressed concerns about the use of mechanical equipment to
remove the larger growth. The Director of Engineering will follow up with the local
municipalities regarding the use of mechanical equipment, but in accordance with
the RMA, it is left to the member municipalities to decide how best to adhere to this
agreement requirement.
8. Official Plan Review Stakeholder Discussion —Manager of Planning
The Manager of Planning presented information regarding environmental policy in
Ontario and the Elgin Natural Heritage Study. Following the presentation, the
Manager of Planning led the Committee in a discussion of their priorities for the
County's Official Plan Five Year Review. The Committee discussed the need to
balance development with environmental concerns and the need to encourage the
protection and enhancement of naturalized areas.

The Committee will meet again on April 28, 2021 at 10.00 a.m.
