1. Call to Order
The Rural Initiatives/Planning Advisory Committee met this 23rd day of June, 2020 in
the Administrative Services Boardroom, at the County Administration Building, St.
Thom as at 1.00 p.m. Com m ittee Mem hers and som e E Igin County Staff m em bers
joined the meeting electronically via video conferencing.

3. Adoption of Minutes
The minutes of the meeting held on May 12, 2020 will be corrected and brought forward
at the next meeting of the Rural Initiatives and Planning Advisory Committee.
4. Elgin County 2020 Grant and Festival Events Partnership Program Allocations
The Supervisor of Legislative Services and Community Relations presented a report
reviewing the remaining 2020 Grant and Festival Events Program applications. A number
of events and programs have been cancelled in Elgin County in response to the COVID-
19 pandemic. The Committee Members reviewed the remaining requests for funding
from the Wallacetown Agricultural Society, the Elgin 4-H Association, the Elgin County
Plowman's Association and the STEAM Centre. The Committee did not feel comfortable
granting funds to events that had been cancelled and therefore decided to deny the
request from the Wallacetown Agricultural Society. Funding for the Elgin County
Plowman's Association is recommended contingent on the event moving forward.

Resolved that the Committee recommend to County Council that the STEAM Centre be
granted $3000 and the Elgin 4-H Association be granted $2000 as requested, and;
THAT the Elgin County Plowman's Association be granted $200, contingent on the event
going forward in 2020, and;
THAT the Wallacetown Agricultural Society be denied $7000.

5. Elgin County Community Grant Program — Presentation to Gather Feedback
The Chief Administrative Officer presented a draft community grant framework including
criteria, priorities, eligibility and suggested funding streams for the Committee's
consideration and feedback (attached). Councillor Giguere also presented a two -stream
funding matrix for consideration (attached). The Committee provided feedback and
directed the Chief Administrative Officer to use this feedback to develop a draft
Community Grant Program to be considered by the Committee at the next meeting.
6. Next Meeting Date
A tentative meeting date has been set for June 30th, 2020 at 9.00 a.m.
