The filming notice shall include: a. Name of production company, title of production b. Production type (feature film, TV movie, TV series, commercial etc.) c. Type, duration and description of activity (i.e. times, dates and number of days, including prep and strike) d. Company contact: ________________________________ __________________________________ Location Manager (LM) Assistant Location Manager (ALM) 2) The code of conduct shall be attached to every filming notification which is distributed in the neighbourhood or business district. 3) Any production company intending to film on public property must first obtain a permit from the County of Elgin/Municipality. 4) Production vehicles arriving on location in or near a residential neighbourhood shall not enter the area before the time stipulated on the permit. Production vehicles shall park one-by-one, turning off 147 engines as soon as possible. Cast and crew vehicles are not covered by the location filming permit and shall observe designated parking areas noted by location managers. This shall appear on the call sheet map. Filming only takes place between 7:00 am and 11:00 pm unless residents are surveyed and a majority has given their approval (written approval where possible, name and address noted if homeowner/tenant/business owner has no objection but does not wish to sign). 5) Moving or towing of any vehicle is prohibited without the express written permission of the owner of the vehicle or local Municipality or County of Elgin. 6) Production vehicles shall not block, or park in, driveways without the express written permission of the driveway owner. 7) Pedestrian traffic shall not be obstructed at any time. All cables and similar items must be channeled. Approved traffic interruptions must not exceed 3-minute intervals. 8) Cast and crew shall not trespass on residents’ or merchants’ property. They must remain within the boundaries of the property that has been permitted for filming. 9) No alcoholic beverages or substances prohibited at law are permitted at any time on any set or location. 10) Cast and crew meals shall be confined to the area designated in the location agreement or permit. Individuals shall eat within their designated meal area, during scheduled crew meals. All trash must be disposed of properly upon completion of the meal. All napkins, plates, and coffee cups used in the course of the work day shall be disposed of in the proper receptacles. All catering, crafts service, construction, strike and personal trash must be removed from the location, ensuring that all locations are returned to their original condition. 11) Cast and crew shall observe designated smoking areas and always extinguish cigarettes inappropriate containers. 12) Removing, trimming and/or cutting of vegetation or trees are prohibited unless approved by the relevant municipal authority (existing County/Municipal By-law) or property owner. 13) Film crew shall not remove street signs. Removal of any street sign must be completed by authorized staff of the municipality with jurisdiction over the subject street. 14) Use of any municipal infrastructure, such as fire hydrants, is not permitted unless explicitly approved by the Municipality. 15) Every member of the cast and crew shall keep noise levels as low as possible and at all times comply with the provisions of any applicable Noise By-Law. Cast and crew will refrain from the use of lewd or improper language. 16) Every member of the crew shall wear a production pass (badge) when required by the location. 17) The cast and crew shall not bring guests or pets to the location, unless expressly authorized in advance by the company. 148 18) It is the responsibility of the film company to make alternative parking arrangements for residents in possession of a valid parking permit for that area whose vehicles are displaced by the filming activity. Relocating vehicles by towing to accommodate filming or parking will not be permitted. 19) The company will comply at all times with the provisions of the filming permit which shall include adherence to all County of Elgin and Local Municipal By-laws. A copy of the filming permit shall be on location at all times with the location department. 20) The production company appreciates your cooperation and assistance in upholding the code of conduct. I recognize and appreciate how resilient and patient so many of our residents, caregivers and families have been throughout this difficult and disruptive time. I am sympathetic to the fact that it has been incredibly challenging for our residents to not only have extended periods without an in-person connection to their loved ones, but to experience significant disruptions to their daily routines and activities. I fully understand that having access to a hair cut or a health and appreciate your concern that this service is missed by many of our residents at Elgin Manor. The pandemic has also been a challenge for our dedicated staff. Changes were happening quickly, and staff were required to constantly respond to evolving rules and regulations, often with little to no notice. Notwithstanding these challenges, I am incredibly proud of the ways our Homes staff have risen to the challenge of limiting the spread of the virus wi Long-Term Care Homes. Thanks to their efforts and the support of our residents and their families, Elgins Long-Term Care Homes fared well during the peak of the pandemic. We remain steadfast in our commitment to improve continuously, and we adjust based on feedback that we receive. Your group has identified an area where we can improve communication. I sincerely regret that your group felt that they did not receive accurate and timely information about hair services at Elgin Manor. I can assure you that we will make every effort to provide your group with enhanced communications moving forward. tğŭĻ Њ ƚŅ Ѝ 221 I have reviewed the concerns noted in your correspondence and offer the following responses to your concerns. 1.)Change in Services from Employee to Contract As part of the collective bargaining process with Service Employees International Union (SEIU) in 2020, it was agreed that we would move to contracted hair services for Elgin Manor. County Council consented to this, as recommended by staff, for budgetary and administrative reasons. It is unusual for long-term care homes to employ hairdressers as staff members. Similar to several other services in our Long-Term Care Homes including, but not limited to, footcare, dentistry, physiotherapy and pharmacy services, hair services are typically a contract service. We informed residents and families of this change in service in a letter dated October 31, 2020 sent out in the November 2020 billing. The service continued through to February 2021, when our service provider left to pursue an educational opportunity. 2.)Correspondence Thank you for sending copies of the correspondence you have received regarding hair services. Following my review of the correspondence issued, I agree that we could have provided more frequent communications that included additional details about this important service to residents and families. This service was also limited, and even cancelled, at times as a result of enhanced public health measures and / or Ministry restrictions. Providing this information to residents and their families might have helped their understanding. I can assure you that our leadership team is committed to improving our communications, particularly when it relates to changes in service levels or disruption to services. 3.)Change in Service Providers Manor. I am pleased to hear this. You also expressed a desire to understand why the previous hairdressers no longer provide service at Elgin Manor. While I cannot comment on confidential personnel matters directly, I can confirm that both hairdressers worked as contract, temporary part-time employees who left our organization once their employment contract expired. 4.)Expression of Interest and Hairdressers on Staff The County issued an for hair services at Elgin Manor and Bobier Villa, and through this process, any interested and qualified hair service provider could apply. tğŭĻ Ћ ƚŅ Ѝ 222 Your letter indicated that some staff members who are also hairdressers are part of the staff team at Elgin Manor. I am only aware of one staff member who is a hairdresser and this staff member would have had the opportunity to respond to the publicly issued 5.)Cross-Training and Hairdressers on Staff You noted that you had concerns that a new contracted hairdresser was not cross- trained. I can confirm that the interim hairdresser received a complete orientation provided by the previous hairdresser over a period of approximately 30-days. 6.)Communications From the Elgin Manor Residents Council minutes, I see that that the Elgin Manor Administrator, Terri Benwell, attends Resident Council meetings when invited and provides informal updates to your group. I will encourage Ms. Benwell and Michele Harris, Director of Homes and Seniors Services, to provide more regular, formal updates to your group. I encourage your group to request formal updates from Ms. Benwell or Ms. Harris if you feel additional communication or information is required. 7.)Lack of Hair Services My review has revealed that on multiple occasions since February of 2021, we have been very close to being able to offer hair care services at Elgin Manor. However, I We have not been successful in reinstating hair services at Elgin Manor for two reasons: 1.)The we issued did not garner much interest in this position. It is difficult to say why that was the case, but the pandemic restrictions may have interest and willingness to provide services in Long-Term Care Homes. 2.)Most recently, an interested hair dresser has been challenged to obtain paperwork from the Ministry of Training, Colleges and Universities / Ontario College of Trades required to begin serving residents. We are confident that she will secure the required documentation she needs very soon but can not guarantee exactly when. Staff generally want to ensure our communications provide residents and families with certainty. I understand that Residents Council would prefer to receive preliminary informationappreciate that providing you with this information may offer you improved confidence of our commitment to resuming the service as soon as possible. tğŭĻ Ќ ƚŅ Ѝ 223 Next Steps: I would like to once again thank your group for sharing your concerns with me.
