4.Elgin County 2020 Grant and Festival Events Partnership Program Allocations
The Chief Administrative Officer presented a report reviewing the remaining 2020 Grant
and Festival Events Program applications. A number of events and programs have been
cancelled in Elgin County in response to the COVID-19 pandemic. With direction from
Chairman Ketchabaw, staff solicited additional information from grant applicants, seeking
additional information with respect to whether their request for funding has changed as a
result of the COVID-19 pandemic.

Resolved that theCommittee recommend to County Council that Eat to Learn be granted
$6,250.00 immediately; and, that the remaining commitments be maintained until such
time as the Committee receives confirmationof whether the planned events will be
cancelled; and, that the Committee hold on to funds from cancelled events for future use.

5.Signage Grant – Aylmer-Malahide Museum/Archives
The General Manager of Economic Development presented information on the signage
grant request fromthe Aylmer-Malahide Museum/Archives.

3.Adoption of Minutes
The minutes of the meeting held on May 12, 2020 will be corrected and brought forward
at the next meeting of the Rural Initiatives and Planning Advisory Committee.
4.Elgin County 2020 Grant and Festival Events Partnership Program Allocations
The Supervisor of Legislative Services and Community Relationspresented a report
reviewing the remaining 2020 Grant and Festival Events Program applications. A number
of events and programs have been cancelled in Elgin County in response to the COVID-
19 pandemic. The Committee Members reviewed the remaining requests for funding
from the Wallacetown Agricultural Society, the Elgin 4-H Association, the Elgin County
Plowman’s Association and the STEAM Centre. The Committee did not feel comfortable
granting funds to events that had been cancelled and therefore decided to deny the
request from the Wallacetown Agricultural Society. Funding for the Elgin County
Plowman’s Association is recommended contingent on the event moving forward.

Resolved that the Committee recommend to County Council that the STEAM Centre be
granted $3000and the Elgin 4-H Association be granted $2000as requested, and;
THAT the Elgin County Plowman’s Association be granted $200, contingent on the event
going forward in 2020, and;
THAT the Wallacetown Agricultural Society be denied $7000.

5.Elgin County Community Grant Program – Presentation to Gather Feedback
The Chief Administrative Officer presented a draft community grant framework including

criteria, priorities, eligibility and suggested funding streams for the Committee’s
consideration and feedback(attached).Councillor also presented a two-stream
funding matrix for consideration (attached). The Committee provided feedback and
directed the Chief Administrative Officer to use this feedback to develop a draft
Community Grant Programto be considered by the Committee at thenext meeting.

Good morning Jim and Julie,
I received a call from Dave Cryderman who wishes to advise the Rural Initiatives
Committee that the Elgin County Plowman’s Association has decided to postpone their
event until 2021. They are drafting an official letter for the committee that will state this
and I will forward on once I receive.
