THAT Elgin and Central Elgin staff work toward development and implementation of
processes and policies to comply with the new Mandatory Accessibility Standards.
2 All barriers identified by departmental staff for elimination in 2008, which are detailed
on Pages 7-12 of the Plan, are to be scheduled for completion during 2008, or as
legislated by Provincial Standards, within budgetary limitations; and further,
1. Designation of disabled parking spaces in core business areas to be investigated
(carried over annually from the 2004-2005 Plan). An inventory of existing disabled parking
spaces has been returned from most local municipalities. This item is to be reviewed
further in 2008;
THAT the Joint Elgin/Central Elgin 2007-2008 Annual Municipal Accessibility Plan be

Mrs. Jenny Phillips, Chair, Joint Elgin/Central Elgin Accessibility Advisory Committee,
attended at 9:05 a.m. to present the 2007-2008 Annual Municipal Accessibility Plan. Mrs.
Phillips reminded Council of the requirements to plan for accessibility for all persons and of
the many types of disabilities other than mobility issues. There are two vacancies on the
Committee and Council was asked to appeal to their community for volunteers to fill the
positions. Mrs. Phillips emphasized the need for input on the Committee from persons with
different types of disabilities. Council commented on the good work Mrs. Phillips does for
the Committee and her knowledgeable input into accessibility issues. Mrs. Phillips
expressed the Committee's appreciation for the efforts of staff in providing secretarial
support at Committee meetings and for the support received from County Council.

Mr. Dave Phillips, County Town Crier, attended at 9:00 a.m. to present the annual report of
the Town Crier activities. Mr. Phillips highlighted activities at the Erie Shore Wind Farm
Interpretive Centre and bus tour through Elgin and commented on the good working
relationship he enjoys with Council.

The Tree Commissioner/Weed Inspector noted logging activities had decreased during the
year due to emerald ash borer and lowered lumber prices and weed orders had decreased due
to changes in the weed control act. Mr. Lindsay reported that areas in the County of Middlesex
are now under quarantine due to the ash borer. Replacement of trees removed for the Erie
Shore Wind Farm project is going well. The Deputy Clerk advised a letter was received
yesterday informing Council that Mr. Lindsay is leaving Kettle Creek Conservation Authority
and the Authority has requested that Mr, Don Ciparis fulfill the duties of the position until a new
tree commissioner is hired. Councillors noted the excellent job Mr. Lindsay has done for the
County, commenting on the good working relationship during the past several years and
wished him well in his future endeavours,

Ms. Sandra Datars-Bere, Director of Ontario Works and Social Housing, St. Thomas-Elgin
Ontario Works, attended at 9:21 a.m. to present the Third Quarter Report and Water Filter
Fund Program. Ms. Datars-Bere commented on the increase in the caseload and rising
expenditures for 2007, new child care spaces that have opened, the affordable housing
program and homeownership component and encouraged Councillors to make it known in
their municipalities that the program is available.

Council discussed at length the amendment in the proposed by-law to delete the wording
limiting the maximum a Councillor could run for election as Warden to two consecutive
terms. Staff indicated the solicitor's advice was that this type of limitation was ill-advised.
Term limits for committee appointments was also discussed and staff was directed to seek
advice from the County Solicitor regarding placing a term limit on committee appointments.

Mr. Bill Walters, Chair, Elgin County Land Division Committee, presented the annual
activity report to Council at 11 :40 a.m. Mr. Walters noted changes to the Provincial Policy
Statement did not reduce the number of severances, which increased by four in 2007. Mr.
Walters thanked Council for the provision of funding to allow the Committee to defend its
decisions at Ontario Municipal Board appeals.

Councillor Warwick requested an update on the status of the Furnival Road project. The
Director of Engineering Services advised that staff is working on the 5 year capital program
for the 2008 budget and the project is included for consideration. The Capital Budget
would be forwarded to Council for review around mid January.
Councillor Wilson noted signage is needed to indicate no left turn into a gas station at the
Ron McNeil Line west of Highbury Avenue intersection, as it would back up traffic onto
Highbury Avenue.
Councillor Marks enquired about the status of the replacement curbing at Ron McNeil Line
near Highbury Avenue. The Director of Engineering Services advised that the consultant
anticipates having it done by this Friday. When complete a black and yellow marker will be
placed at the location to warn motorists of the curb. Councillor Marks noted that with the
bad weather approaching this area needs barricades until the work is complete. The
Director of Engineering Services advised that staff has asked Central Elgin staff to make
sure barrels are placed at the area of concern.
Councillor Mcintyre commended staff on their efforts at the County Christmas Party and
asked senior staff to convey Council's comments.
