Update – Elizabeth VanHooren, General Manager/Secretary Treasurer and

Elizabeth VanHooren provided an overview of the Kettle Creek Conservation Area
Authority (KCCA). The KCCA’s jurisdiction spans a 520 square kilometre area.
They plant around 50,000 trees annually; maintain 22 kilometres of hiking trails with
13,000 visitors annually; and employ 11 full-time staff and 22 seasonal staff. Their
major programs and services include flood forecasting and dams; environmental
planning and regulations; conservation lands; and environmental monitoring. Betsy
McClure provided additional information on KCAA’s outreach, education, forestry,
and stewardship activities.
6. Green Purchasing Initiatives Update – Sarah Emons
Sarah Emons provided an update on Green Purchasing Initiatives. Through
conversations with the Purchasing Coordinator, Sarah Emons has identified a
program that may be of use to the County. The program, Espace québécois de
concertation sur les pratiques d'approvisionnement responsable (ECPAR), is based
out of Quebec, and they are a network of organizations that share their expertise in
order to become more efficient and optimize the way that they conduct their
sustainable procurement. The program is supported by federal funding and
members include the Recycling Council of Ontario and the Ontario Public Buyers
Guide.
The program offers a reference tool which evaluates a municipality’s progress with
respect to sustainable procurement. The reference tool includes a survey which is
completed by the municipality, and ECPAR provides personalized feedback on
areas of improvement for the municipality.
The Purchasing Coordinator will follow up with ECPAR to see if the program is a
good fit for Elgin County.
