The meeting was held in -person. ADOPTION OF MINUTES Moved by: Councillor Ketchabaw Seconded by: Councillor Purcell RESOLVED THAT the minutes of the meeting held on April 26, 2022 be adopted. Motion Carried. 3. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF None. 4. PRESENTING PETITIONS, PRESENTATIONS AND DELEGATIONS 4.1 Future of Shortline Rail in the South Central Ontario Region The South Central Ontario Region Economic Development Corporation presented an overview of regional shortline rail challenges and opportunities. Moved by: Councillor Mennill Seconded by: Councillor Ketchabaw RESOLVED THAT the presentation titled "Future of Shortline Rail in the South Central Ontario Region" from the South Central Ontario Region Economic Development Corporation be received and filed. REPORTS OF COUNCIL, OUTSIDE BOARDS AND STAFF 6.1 Warden's Activity Report (April) and COVID-19 Update — Warden French Warden French presented the report providing a high-level summary of the County's response to the pandemic as well as a list of events and meetings attended and organized on behalf of County Council. Moved by: Deputy Warden Marks Seconded by: Councillor Giguere RESOLVED THAT the report titled "Warden's Activity Report (April) and COVID-19 Update" dated May 2, 2022 from Warden French be received and filed. - Motion Carried. 6.2 2021 Annual Library Performance Measurements — Library Coordinator The Library Coordinator presented the report outlining Elgin County Library performance statistics for 2021. Moved by: Councillor Jones Seconded by: Councillor Mennill RESOLVED THAT the report titled "2021 Annual Library Performance Measurements" dated May 10, 2022 from the Library Coordinator be received and filed for information, and THAT a copy of the presentation be submitted to local municipal partners within the County of Elgin. - Motion Carried. 6.3 Homes — Administration Policy Updates — Resident Rights Resident Abuse Mandatory and Critical Incident Reporting, Requests and Concerns Staff Reporting and Whistle Blower Protection — Director of Homes and Seniors Services The Director of Homes and Seniors Services presented the report recommending that Council approve the County of Elgin Homes and Seniors Services Administrative Policy Manual updates to ensure alignment with current Ministry of Long -Term Care legislation. Moved by: Councillor Mennill Seconded by: Councillor Martyn RESOLVED THAT the report titled "Homes — Administration Policy Updates — Resident Rights, Resident Abuse, Mandatory and Critical Incident Reporting, Requests and Concerns, Staff Reporting and Whistle Blower Protection" dated May 4, 2022 from the Director of Homes and Seniors Services be received and filed; and THAT Council approve the County of Elgin Homes and Seniors Services Administrative Policy Manual updates to ensure alignment with current Ministry of Long -Term Care legislation. Page 3 May 10, 2022 Motion Carried. 6.4 Contract Award — County Administration Building — Council Chambers & Reception Upgrades Project — Manager of Corporate Facilities The Manager of Corporate Facilities presented the recommending a tender award for the Council Chambers and reception upgrades project. Moved by: Deputy Warden Marks Seconded by: Councillor Jones RESOLVED THAT the report "Contract Award - County Administration Building — Council Chambers & Reception Upgrades" from the General Manager of Engineering, Planning and Enterprise/Deputy CAO, as presented by the Manager of Corporate Facilities, be received for information; and THAT K&L Construction (Ontario Ltd). be awarded the County Administration Building — Council Chambers & Reception Upgrades Project, Tender No. 2022-T09 at a total price of $1,113,600.00 (exclusive of HST); and THAT the Warden and Chief Administrative Officer be authorized to sign the respective contract. CONSIDERATION OF BY-LAWS 13.1 By -Law No. 22-21 — Confirming all Actions and Proceedings BEING a By -Law to Confirm Proceedings of the Municipal Council of the Corporation of the County of Elgin at the May 10, 2022 Meeting.
