Moved by Councillor Habkirk Seconded by Councillor Marks Ms. Sandra Datars-Bere, Director of Ontario Works and Social Housing, St. Thomas-Elgin Ontario Works, attended at 9:35 a.m. to present the 2008 First Quarterly Report; Overview of the Updated Ontario Works Program Brochure; and Restructuring to Support the Implementation of the Ontario Child Benefit. The Director reported that caseloads are continuing to rise; pointed out there has been a change in focus to employment first for Ontario Works; and advised that the Ontario Child Benefit for low income persons is non taxable and that to qualify for the benefit, the recipients are required to have filed income tax retu rns. Warden Hofhuis presented a certificate and gift to Rose (Wanda) Barratt in recognition of her retirement from Elgin Manor after 23 years of service to the County of Elgin. DELEGATIONS Councillor Acre declared a pecuniary interest with regard to the Richmond Outlet Drain report as she is co-owner of one of the properties involved. At the appropriate time, Councillor Acre vacated the Council Chambers and refrained from discussing and voting on the item DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF- Carried THAT Moved by Councillor Wilson Seconded by Councillor Mcintyre the minutes of the meeting held on April 8. 2008 be adopted Warden Hofhuis in the Chair. Elgin-St. Thomas Public Health, be received and the Acting Medical Officer of filed. Moved by Councillor Mennill Seconded by Councillor Acre Dr. Sharon Baker, Acting Medical Officer of Health, Elgin-St. Thomas Public Health, attended at 10:05 a.m. to present a document entitled Municipal Planning. Dr. Baker asked that when municipalities are deciding on issues that may affect health, such as extension of water lines, need for more long term care beds and better access to existing ones, funding for new or upgraded arena/parkland, school closures, etc., to contact Elgin- St. Thomas Public Health for their input. The issue of an agency placing non-County residents in the County Homes was discussed and Council requested input from Public Health on suggestions to resolve this matter. Council requested a letter of support regarding an increase to funding for Long Term Care Homes to take to a meeting this week and Dr. Baker indicated a letter would be provided. THAT the minutes of the Rural 12,2008 be received and filed. Carried Moved by Councillor Mcintyre Seconded by Councillor Acre nitiatives Committee meetings of February 1 and February Councillors requested clarification on wording in the minutes regarding spearheading efforts of matters under the mandate of the Committee and that others should wait until the Committee deals with the issue. Committee members pointed out that this is not to prevent the lower-tier from dealing with issues that come before their Councils, however different messages coming from different bodies does not put forward a cohesive position for lobbying on specific issues. A letter of appreciation will be forwarded to both Lord Elgin and the Regiment.
