Hospital concerning the Long Term Care Homes in Elgin County be received and filed.

Ms. Sandra Coleman, Executive Director, South West Community Care Access Centre;
Mr. Mark Brintnell, Team Lead, Business & Performance, Southwest LHIN; and Mr. Paul
Collins, President and CEO, St. Thomas-Elgin General Hospital, attended at 9:05 a.m. to
discuss placement issues in Elgin County Long-Term Care Homes. Ms. Coleman
indicated that for placement in long-term care, a person must require 24 hour nursing care.
Presently there are more applicants than beds. There are plans to add 600 beds over the
next few years but only in London. Mr. Brintnell spoke to the process for the 1A Crisis
Designation, where persons are placed in the first available long-term care home of their
choice. Mr. Collins spoke to the frustration of the hospital, as the lack of long-term care
beds worsens, and the need for more beds and other methods (Aging at Home Initiative)
of reducing pressure on the system increases. Councillors discussed the need for better
communication between the County and agencies involved with placement in long-term
care facilities. Staff noted it is essential that a system be in place to review resident care
needs as their health improves and alternative care be provided, freeing up the long-term
care beds. Ms. Coleman was asked to forward a chart to Council indicating the number of
Elgin County residents being placed in homes outside the "Elgin" area. Mr. Brintnell was
asked to include a long-term care bed planning assessment for Elgin County when the
Southwest LHIN is undertaking its scheduled review of health services.

retirement from the County of Elgin after 32 years of service.

Councillor Wilson expressed concerns regarding a weed matter on property in Malahide
and requested a report come to the next Council meeting on responsibility and
jurisdictional issues. The Chief Administrative Officer noted the next meeting would not be
until September and if Councillor Wilson wished to supply the details to him, he would
review the matter in a more timely manner. The County Weed Inspector will be asked to
report to the September meeting.
Councillor Vowel asked if there is a Code of Conduct Policy in place for outside boards
and committees and was supplied with a copy. The Chief Administrative Officer noted the
policy is circulated to local boards and committees. In addition, committees such as the
Land Division Committee attend orientation seminars and receive legal advice on proper
conduct from time to time. If Council wished, Council, local boards and committees could
be asked to review it on an annual basis.
