Ms. Mary Chudley, Centre Development Team, Association of Ontario Health Centres,
attended at 9:29 a.m. to present information on the new Central Community Health Centre
serving Central Elgin, Southwold and St. Thomas. Ms. Chudley reviewed the history of
community health centres, funding, services provided, medical appointments and
providers of medical services, requirements to become a patient of the health centre, and
that a centre is not a walk-in clinic. Councillors noted mental health and issues facing the
elderly are a concern in this area. Responding to a question regarding division of
municipalities on opposite sides of a roadway where one is included in medical provision
at the health centre and one is not, Ms. Chudley noted health programs are available to all
but enrolment for primary medical care would most likely not be provided if residency is
not in an included municipality.
Warden Hofhuis thanked Ms. Datars-Bere for the Informative reports and the delegation
left at 9:29 a.m.
Carried
THAT the reports entitled "Second Quarter Report for April, May and June 2008"; "Social

Ontario Works, attended at 9:00 a.m. to present the Second Quarter Report for April, May
and June; Social Assistance Case load Levels and Financial Implications; Investment of
National Child Benefit Supplement and Development of the Transitional Benefit Program.
Ms. Datars-Bere highlighted items from the Second Quarter Report including case load
numbers, child care wait lists and subsidies, progression of affordable housing projects,
and homeownership loans. Social Assistance case load levels are increasing and with the
large number of layoffs in Elgin County, additional financial resources will be required.
